Is this guy shy like me?

Guy was sitting beside me. Tapped my shoulder and asked me question (there were people sitting in front of him and behind him too)......but he didnt give eye contact. It's first time he sat beside me but not the first time he tapped my shoulder. Do I seem intimidating or something? I used to not give eye contact too when I pass by him....but thats because im shy lol.
